Brad,

 

I had the
same problem you are having, if you are referring to installing Cygwin before
you can install Cygwin/XFree.   The
problem is that you are probably trying to save the downloaded files to a
network drive that doesn’t have 100% correct permissions set on it.   For example, I was trying to download
the packages to my Samba share, and I kept getting the error about setup not
being able to open “ash-20000823.tar.gz.tmp”.   Downloading the packages to my local drive worked fine.   Let me know the details of your failed
downloads, even if you get it working, because I would like to know more about
why setup fails.
