This should start twm.  You should have a green bar at the top of each
window
which you can use to move.  

Of you can install xfce from contrib directory and comment out with a REM
the command
  start twm and uncomment the following by removing REM from the following
command in startxwin.bat.

REM start /B xfwm

xfce is a better windows manager.
