Extra: Lazy developer finally updates version of Cygwin!

They shouldn't need to, unles you are using a new exported function.
Within minor version numbers cygwin has the same ABI, so in linux terms
it's like compiling against glibc (made up number here) 2.1.1 and taking
it to machine with glibc 2.1.0
