 Yes it is commercial, better not touch it on Windows or any other OS except
Linux, Open Group will come after you with their lawyers team.
Even for Linux is does not satisfy Open Source License Rules.

The FAQ states that Motif is commercial, but that's no longer the case. 
Somebody might want to revisit this issue and update the FAQ page.
