Cygwin.rules patcches

The users who had probelms with fonts compilation because mkfontdir.exe and
a few other executables were not
copied to /xc/exports/bin directory can apply the following patches to
cygwin.rules file in xc/config/cf.
I submitted these patches to XF6 ORg and should be in next official release.
