[ANNOUNCEMENT] startup-scripts.tgz Release 3

I just posted a new startup-scripts.tgz to the mirror network.  It should
start appearing on mirrors within 24 hours, but I have also posted it to my
website for those that do not want to wait:

Changes:
1) Add a -screen parameter to the XWin.exe start line in both
startxwin.bat and startxwin.sh.  Test39 and later do not need
a -screen parameter, but the binary distributed on the Cygwin
mirror network is older than Test39.  The -screen parameter
will be removed when the default binary is newer than Test39.
