Yes.

As has been repeatedly mentioned here, "yes".  We're working on adapting
the cygwin setup program to this purpose.

The work is nearly done, in fact.

You could use cygwin's setup.exe to do this now, if anyone had the
inclination to create an XFree86 setup.ini.  I don't know why this
hasn't happened already, actually.
