thanks for your help. I changed the startxwin.bat to:
start /B c:\apps\cygwin\bin\bash --login
c:\apps\cygwin\usr\X11R6\bin\startxwin.sh

This is a good idea in general, because it eliminates the maintenance for
two files (.sh and .bat).

I still have some trouble with changing the theme, but icewm is working.
