For starters use twm, included..

MWM is just a piece of Motif, Motif costs money on platforms that are
not free.. Maybe openmotif (motif clone) can be interesting..

Same problem here.. :-) Trying to set a swedish keyboard, but "xmodmap
[keymap creared by xkeycaps, swe/fin layout]" doesn't seem to do
anything.. Will have to dig some more later..
