You need to try a few things:

1) from http://Cygwin.com/snapshots download cygwin1-20010710.dll.bz2.
Unbzip2. Go to cygwin\usr\bin (bash should not be running and cywin1.dll
should be used by any active application). Rename cygwin1.dll to
Cygwin1.dll-old and put the new Cygwin1.dll in this directory.

2) check your mount points. From Cygwin bash type mount
They should be in binary mode.

3) Try starting Xserver using startxwin9x.bat file. If it still fails.
>From Cygwin shell try following

cd /usr/X11R6/bin
export DISPLAY=127.0.0.1:0.0
export PATH=.:/usr/X11R6/bin:$PATH
./Xwin -screen 0 1024 768 -engine 4&

If server windows comes up try the following, if not then post to mailing
list the cut and paste of the error out put from Cygwin bash shell.

./xterm -sl 1000 -sb -rightbar -ms red -fg yellow -bg black -e
/usr/bin/bash &

./twm &
