problems with XWin.exe under win2k/sp2 and cygwin 1.3.2-1

I installed the xfree86 binaries on the current cygwin 1.3.2-1 installation
(Win2K/SP2).  XWin.exe fails to come up; the error message is:

Application popup: XWin.exe - Application Error : The application failed to
initialize properly (0xc0000022). Click on OK to terminate the application.

Any ideas on what the problem might be?  I'm quite willing to provide further
diagnostics if they'd help.
