Do you mean something like SET CLOCALE=c;
\cygwin\usr\X11R6\lib\X11\locale\xxxxx in startx.bat file? Doesn't work...

You can try setting LOCALE at Windows level... like we do for XkeysymDB
i.e. CLOCALE=c;\cygwin\usr\X11R6\lib\X11\locale\xxxxx
