Building with UseCygIPC = YES

[Harold Hunt]

In CVSweb the files in question have tag 'HEAD', whereas previous updates
had tag 'xf-4_0_99_3'.

Does that mean anything?  Will the recent patches make it into 4.1.0, as
hoped?
