setxkbmap bug in XWin-Test49.exe to XWin-Test53.exe

In order to get my swedish keyboard to work, I have
used the following command:

setxkbmap.exe -layout se

This worked fine for me with the original xfree 4.1.0
XWin.exe file and with the XWin-Test48.exe file.
However, with XWin-Test49.exe to XWin-Test53.exe the
command is broken. I have also tried using a german
keyboard, but also this seems to be broken.

I use W2000, cygwin 1.3.5, and xfree 4.1.0.

Thanks for making xfree availible on Windows! Except
for the above problem, it works great for me.
