error "cygwin1.dll was not found after install xfree86 and run startxwin.bat

Hi, i am having a problem running startxwin.bat after
installation of xfree86 on cygwin. I have an error
"need .dll , cygwin1.dll was not found". Does anyone
know how to fix the problem.
