Can't connect help

I am having trouble connecting via xfree.

>From cygwin I am trying to connect to a Linux system and am doing the 
following:

cygwin> xhost remote.host.name
cygwin> ssh remote.host.name

I then log in.

Then on remote

remote> DISPLAY xxx.xxx.xxx.xxx:0.0
remote> export DISPLAY
remote> xterm&

I then get the following error:

Xlib: connection refused by server xxx.xxx.xxx.xxx:0.0
Xlib: client is not authorized to connect to server
xterm XT error can't open display xxx.xxx.xxx.xxx:0.0

Any help would be appreciated.

I can get this to work on a local network of the remote host, but not 
across the internet.
