XFree speed problems with W2k

What is SP2? I have experienced speed problems with win98 which went away
after 
- disabling virus scanners running in background like McAffee
- disabling ATI Graphic utilities (disable and remove from registry)
  which do next to nothing but eat up to 85% of the resources.
