The simple answer is yes. You can use XDMCP to open a remote session of KDE
using Cygwin/XFree86. The process is documented at:
http://xfree86.cygwin.com/docs/ug/using-remote-session.html
However, the answer in your case will have to do with whether XDMCP is
enabled on your mainframe and on whether you have access to enable it if it
is disabled.
There is a lot of information about XDMCP available on the Internet. Look
in the Cygwin/XFree86 FAQ or seach Google for 'XDMCP'.
