Dvorak keyboard

Yes, either by loading the dvorak keyboardlayout with xmodmap or setxkbmap.
But as I never needed to set a dvorak keyboard layout, I can not tell you
exactly which arguments are needed for setxkbmap. But maybe others on 
the list can.
