xkbcomp.exe segfaults

Okay, it also segfaults.  I've called it from
a DOS cmd prompt like this:

strace --output=c:\temp\2xkb-strace.txt c:\cygwin\etc\X11\xkb\xkbcomp.exe -xkm -m de /etc/X11/xkb/keymap/xfree86 /tmp/de4.xkm

Please see the strace output at 
http://message-center.info/stuff/2xkb-strace.txt).  /tmp/de4.xkm did not
get created.  xkbcomp also seg faults with STATUS_ACCESS_VIOLATION, when
I call it from the Cygwin bash shell.

Any further ideas about why xkbcomp segfaults?
