remote xterm - how can I make it work

hello:

I am running 2 pc's wiht cygwin in local network. The pc names are not 
explicitly in the /etc/hosts file.

however telnet, rsh all work fine when I  do

telnet <hostname> 

where <hostname> is the windows machine name

however I cannot make xterm remotely display.

It always comes back with the message 
unable to find display.

I have tried setting the display with the ip addres I got from windows 
ipconfig. That also does not work.

What am I missing?
