new runtime pseudo-reloc in cygwin 1.3.18

Without the reloc patch everything is fine. The problem is _XtInherit. I'm 
now trying to build all libraries with the SUNSHLIB macro. maybe this works. 
At least xclock started after i replaced cygXt-6.dll with a version where 
SUNSHLIB was defined.
