getting xfree86 to work without the whole cygwin package

Hi,

I've been asked to create an xfree86 package at work which can be installed 
without having to install cygwin as well. I realise I will need the 
cygwin.dll to even have a chance of getting this to work, but wondered if 
anyone could tell me which other components I would need to build this?
