The alpha release of kde 2.2.1 does not support downloading with setup.exe/setup.ini.

You have to download each archive and the related updates/patches. Read the relating README's
for more information about installing and so on.
I think the beta release would support this. Perhaps if no reaons speek against, it will be
released with the
cygwin mirroring network.
