Slow application launch in Outlook with xwinclip.exe running

xwinclip Test03
IE 5.5 SP2

With xwinclip running, it takes around a minute or so for Outlook to launch
and load an external program.  Most often this is a link to a web page and
so IE is the program being launched but similar results are obtained if I
launch an embedded spreadsheet or Word document.  If I kill xwinclip it runs
normally, taking a couple of seconds.
