For anyone who's interested, I've uploaded a Cygwin binary for Joerg
Pommnitz's ttmkfdir to http://fundin.f2g.net/?download so you don't
have to bother downloading and compiling the source for it and for
the FreeType 1.1 library that it uses. (This program reads TTF files
and automatically creates the appropriate fonts.scale file that
XFree86 needs before it can use new TrueType fonts.)

The archive also contains a README explaining one way to use all your
Windows fonts with Cygwin/XFree86 without having to copy, move or
convert them.

Since I'm new to Cygwin I'll apologize in advance if this is the
wrong place for this or if the execuatable is already out there.
