xwin error on win2k professional

I installed the latest CygWin+xfree on Win2000 professional. 
When I run startxwin.sh under Cygwin, I get the following message:

"The application failed to initialize properly (0xc0000142). Click on OK
to terminate the application." 

Any help is sincerely appreciated.
