X11 headers not found

When I try to compile some code (NetHack)
I can't find hearders in <X11> so
#include <X11/StringDefs.h>
results in file not found.  The file is there, so it
must think X11 is somewhere else.
How does this get set.  My C is 5 years old, sorry for
the stupid question.
