Running xterm on localhost with XWin

Hello!
Should this not work:?

XWin -screen 0 640 480 & 	# open X
set DISPLAY=127.0.0.1:0.0	# set Display
xterm.exe			# run app. wich should appar in X

xterm Xt error: Can't open display:
