How can I disable/alter Alt-Tab win32 switching behavour?

I don't think our problem is so much trapping Alt+Tab as it is
presenting a comprehensive way to get out of Cygwin/XFree86 when Alt+Tab
is disabled. That would be the real challenge. It is doable, but it is
bigger than just disabling Alt+Tab.
