generic rootless and multiwindow

Just to take this furthur, for Kensuke and Harold.

In the current CVS there is now actual code for this in
xc/programs/Xserver/miext/rootless.

It would be good if factoring out code in hw/xwin and using this
generic code could be done, and if necessary, extend the rootless
common code.
