XKB config?

Hello, cygwin-xfree! How are you?

  How I specify this XKB config:

Section "InputDevice"
 Identifier "RuKeyboard"
 Driver     "Keyboard"
 Option "XkbRules"   "xfree86"
 Option "XkbModel"   "pc101"
 Option "XkbLayout"  "ru"
 Option "XkbOptions" "grp:ctrl_shift_toggle"
EndSection

  If I prepare /etc/X11/XF86Config with this section and run X:

/usr/X11R6/bin/X -noreset -xf86config /etc/X11/XF86Config -keyboard RuKeybiard
  
It complains about missed "Device" section... What should I put in
"Device" section? Which driver, etc?
