GNU emacs 21.2-12 is available

Harold,

I'm able to make mouse wheel working by starting mouse-wheel-mode minor 
mode (M-x mouse-wheel-mode). I don't know why it is not on by default, 
but I think that minor tweaking of .emacs file could do it...
