xterm is a console program?

There isn't a specific reason not to, given that you can preserve all 
functionality by making it a Win32 app.  However, we have chosen the 
path of least resistance, which is to do nothing.  I certainly won't 
stop anyone from putting time and effort into this to make it like you 
describe.
