Alt key isn't Meta in Cygwin xterm (Norwegian keyboard)

The no file looks like this:

    key <RALT>  { type[Group1]="TWO_LEVEL",
                  [ ISO_Level3_Shift, Multi_key ]   };
    modifier_map Mod5   { <RALT> };

But I'm not sure how this applies to the left Alt not being taken as
meta in xterm?

I'd guess it had something to do with keycaps rather than X keysym
mappings, since Alt works fine as Meta in Emacs...?
