Non US-Keyboard problem

This sounds like the bash umlaut problem. Check the faq on

I still do not get the umlaut chars. The .inputrc file is UNIX style
(LF)...

Is numlock activated? This may conflict with the cursor keys.
-> numlock was on, the cursor keys now work !
