Drag & Drop and Cut & Paste SOLVED !

Thanks to help of Alexander now the drug and drop
and cut & paste mini-issue is solved. No problems
in this direction. Now the next question (
you knew it, you knew it):

What file in cygwin enables the access of normal users
(i.e. not with root priviledges) to the console
and following it to xconsole?
