Change in xterm beep behavior

I recently upgraded my Cygwin installation and the new
xterm (XFree86 4.4(185)) now beeps when I send it the
"full reset" sequence (\ec) where the previous version
I was using (XFree86 4.2.99.903(174)) didn't. 

Is this expected behavior or a bug? 

If this is intentional, is there a way to suppress it?
