You have to setup cygserver.

cygserver-config might help. And adding the "server" keyword to 
the CYGWIN environment variable. eg 

CYGWIN=server XWin.exe $OPTIONS

It should not. But such things are sometimes hard to reproduce and 
hard to identify.
