multiwindow mode alt-space

Hi all,

Is there a way to enable the alt-space menu in the Cygwin/X multiwindow 
manager?  (The window in the upper left which has restore, move, size, 
minimize, maximize, and close).  Most windows applications enable the 
use of alt-space to access that menu, but under multiwindow mode it does 
not appear to do anything.

If there is no way to do this, is there a place where I may be able to 
file this as a feature request?
