Unfortunately it appears I spoke too soon - while version .03.13 compiles, it doesn't seem to like to make new tabs (x-server error).  .03.00 does work...

After a number of versions that did not build easily under Cygwin, the latest MRXVT (tabbed RXVT) compiles out of the box.
