How to install a locale in cygwin?

I ran an application but it told that:
" Cannot load either en_US.UTF-8 or vi_VN.UTF-8 locale
To use this program you must have one of these locales
installed".
So how to install en_US.UTF-8 or vi_VN.UTF-8 in
cygwin.
