Wow. That installation is seriously broken

obviously somebody copyed that dll which is not shipped anymore to cygfreetype-6.dll

remove C:\cygwin\usr\X11R6\bin\cygfreetype-6.dll and reinstall the libfreetype26 package

Many packages are marked incomplete too which is a sign sombody heavily changed the 
installation by hand. Some DLLs are missing too which may lead to problems later.
 
best is to select all packages which are marked incomplete for reinstall in the
setup tool. Maybe you even should consider doing a fresh install of cygwin.
