overlapping windows in cygwin

I'm quite sure Tweakui would cast its focus-follows-mouse
settings on every app window running in XP.

Ideally, we would want to have focus-follows-mouse only for cygwin.
Running a window mgr like wmaker rather than multi-window
would help accomplish that.
