New Cygwin/X maintainer

May I introduce...

Alan Hourihane has now officially taken over the job as our new Cygwin/X
maintainer.  We just have to put his access permissions to sourceware
into place, but otherwise, that's it.

Congratulations and a *big* thank you for taking over, Alan!
