XV Installation Problem

my installation of cygwin has already included xorg-xfree-devel
package, but the i still get error when compile XV 3.10a. below is
information:

...
./RANLIB.csh libtiff.a
make[1]: ./RANLIB.csh: Command not found
make[1]: *** [libtiff.a] Error 127
make[1]: Leaving directory /usr/src/xv-3.10a/tiff
make: *** [tiff/libtiff.a] Error 2
