xterm -x 'foo; bar; baz' problem

On linux,
$ xterm -e 'foo; bar; baz'
starts xterm, then runs shell, executing foo, then bar, then baz.
on cygwin, I get an error in the xterm
"No absolute path for shell: foo; bar; baz"

why?
