bug in XWin or xemacs

See the thread "Popups popping through windows using built-in rootless WM" 
which can be found in the archive starting at
<http://cygwin.com/ml/cygwin-xfree/2005-05/msg00169.html>.

I suspect that this problem will require fairly deep understanding of how 
Cygwin/X works, plus a fair bit of time to investigate it. According to the 
<http://x.cygwin.com/> Cygwin/X web site we still do not have a maintainer 
so I don't expect to see progress on this bug soon.
