menu does not come up - Running rootless with an external window manager

I notice at the website x.cygwin.com, there is a
screenshot with openbox window manager?
Is that part of cgwin/X distribution or do I need to
purchase or download that from somewhere?

And what would I need to do to run an external window
manager?

I am really interested in running in a rootless mode
with an external window manager.
