fluxbox style overlay setting problem with Cygwin/X

I have the following question for Cygwin/X users who
use fluxbox.  How come when I run fluxbox, all the
style overlay settings specified in ~/.fluxbox/overlay
are ignored by fluxbox even though I added the 
session.styleOverlay: ~/.fluxbox/overlay 
line in the file ~/.fluxbox/init.

I'm using fluxbox 1.0rc3.
